State House of Representatives

Depending on where you live, you may have one of the below State House races on your ballot.

Representative, District 35

Angelica Rubio is running for re-election for House District 35. Rubio has served in the seat since 2017. She is currently the Vice Chair of the House Consumer & Public Affairs Committee and a member of the House Energy, Environment & Natural Resources Committee.

Rubio works as State Director for Vote, Run, Lead, a national organization dedicated to helping women for office. Previously, she worked as Executive Director at NM CAFé, Lead Organizer for NM CAFé, and as a consultant for local nonprofits. Her volunteer experience includes serving on the boards of Mountain View Market Co-op, Downtown Las Cruces Partnership, and City of Las Cruces Parks and Recreation Advisory Board. Rubio is a graduate of New Mexico State University and received her Master’s at California State University, Los Angeles.

She is motivated to run for re-election to House District 35 by her passion for championing working class families, immigrants, equitable access to New Mexico’s landscapes and outdoor recreation, and her lived experience as the daughter of immigrants who built a life in rural New Mexico. Rubio is also known as an avid cyclist and outspoken advocate for transportation justice.

Rubio’s priorities include climate justice centered on Black, Indigenous, and Communities of Color, transitioning away from oil and gas by centering frontline communities and communities of color, affordable housing and addressing the needs of tenants, modernizing the legislature by paying legislative salaries and making it more equitable and diverse, elevating mobility justice issues, and building an equitable outdoor recreation industry.

Rubio has sponsored bills to ensure bicyclist safety, creating a system to get resources to victims of human trafficking, recognizing Hispanic New Mexicans role in conservation in the state, and creating a multicultural education taskforce. Additionally, she’s been a cosponsor of several important bills including instituting broadband infrastructure statewide and the permanent fund for New Mexico’s schoolchildren.

We highly recommend Angelica Rubio for re-election to House District 35 based on her voting record and focus on championing policies that improve the lives of working families and a diverse range of New Mexicans.

Other Candidates

Gabriel Duran is running against Angelica Rubio in the Democratic Primary for House District 35. Duran was born and raised in Las Cruces, served in the US Army and has a Masters in Public Administration from New Mexico State University. Professionally he is a real estate agent. 

Duran was previously a registered Republican through Election Day 2023 when he made an unsuccessful bid for Las Cruces City Council. During that race he was endorsed by the far-right Coalition of Conservatives in Action as their choice to unseat the progressive incumbent in that race. Currently there are no known endorsements from any community groups but on his website he has an endorsement from far-right activist Sarah Smith who led efforts to ban LGBTQ-inclusive books from the Las Cruces Public Schools. 

Based on Duran’s endorsements and history as a candidate, we do not recommend him for House District 35.

Representative, District 53

Dr. Jon Hill is running against incumbent Willie Madrid in the Democratic Primary for House District 53. Hill has worked as a teacher, special educator, and principal. Hill’s campaign is motivated by his lifelong passion for public service, including as a county superintendent, twice elected school board member, and member of multiple state and national boards.

He has also served as an Examiner for the Baldwin Performance Excellence Program, a member of the state teacher licensing board, and chaired the committee studying and reporting on teacher supply and demand, which also prompted him to work directly with the Speaker of House to craft a school funding model that contributed to the blueprint the state has used to ensure every student in the state has an equal opportunity.
Hill’s priorities include education, environment, ethics reform, and workforce development and the economy. He supports the Paid Family Medical Leave, an Environmental Rights Amendment to the state constitution, and a just transition to move New Mexico away from our reliance on fossil fuels while ensuring families and workers who depend on those jobs are not forgotten about in the process.
As part of a just transition, Hill is also interested in infrastructure development for rural areas of the state to make sure that rapidly expanding technology, including electric vehicle infrastructure, is available everywhere.

Based on his commitments to a just transition away from oil and gas, support for paid family medical leave, and support for refinements to the State Ethics Commission, we recommend Dr. Jon Hill for House District 53.

Willie Madrid is running for re-election in the Democratic Primary for House District 53. He has served in the legislature since 2018 and is a member of the House Education Committee and House Transportation, Public Works & Capital Improvements Committee. Madrid did not return our questionnaire so all information provided is from public sources.

Madrid has worked as an Instructional Assistant for Gadsden Independent Public School District for over a decade, and he is also a coach and community leader in Chaparral. His key priorities are education, infrastructure, and jobs. During his tenure, Madrid has sponsored legislation to ensure students who are unable to pay for school lunches do not go hungry, along with salary increases for educational assistants and tax credits for retired firefighters.

While Madrid has championed some important bills during his time in office, he has voted against key reforms in recent legislative sessions. In 2024 he voted against prohibiting firearms at polling locations (SB5), clean energy standards (HB41), paid family medical leave (SB8), and establishing waiting periods for gun purchases (HB129). In 2023, he voted against establishing penalties for negligence in leaving a firearm accessible to minors (HB9). In 2022 he voted against prohibiting intimidation of election officials (SB144), and in 2021 against Paid Sick Leave (HB20). While those bills still passed, it’s troubling that Madrid often votes with Republicans and in the 2024 voted with Republicans to kill both Paid Family Medical Leave and the Oil and Gas Future Royalty Rate bills.

Based on Willie Madrid’s voting record on environmental protections, common sense control, and paid family medical leave, we do not recommend him for House District 53.
